On March 12, 2024, Fitch Ratings affirmed the national long- and short-term ratings of Enel Colombia S.A. E.S.P. as follows:
- Long-term: ‘AAA(col)’ with a stable outlook
- Short-term: ‘F1+(col)’
Likewise, on the same date, Fitch Ratings affirmed the international rating for the bonds issued by the company at ‘BBB’. Enel Colombia S.A. E.S.P. also maintains its rating by Standard & Poor’s of BBB- (stable outlook) as ratified last July 2023.

ACCORDING TO THE ENEL-EMGESA SHAREHOLDING OWNERSHIP, IS IT SUBJECT TO REGULATIONS REGARDING CONTRACTING OR AUTHORIZATIONS FOR COMPANIES WITH A MAJORITY OF STATE PARTICIPATION?
Currently, Grupo Energía Bogotá (GEB) has a 42,515% economic participation in the company and the Enel Americas holds 57,345%, in this way it is the Enel Group that exercises control of the company's operations. For this reason, Enel Colombia is considered a private company for all commercial and contracting purposes.
WHAT IS THE MAIN ACTIVITY OF ENEL COLOMBIA?
Enel Colombia's main activity is the generation, distribution, marketing and storage of electrical energy under the terms of Law 143 of 1994 and the regulations that regulate, add and modify or repeal it, and all kinds of activities directly related , indirect, complementary or auxiliary with them, as well as execute all activities related to the provision of public services in general, related, connected, complementary and related to the provision of public services in general.
WHAT IS THE SHARE OF ENEL COLOMBIA IN THE MARKET?
Enel Colombia S.A ESP, is the first Company in terms of installed net capacity in the country, it has a 20% participation in the generation market, positioning itself as a support to the operation from a reliable point of view and providing security to the system. national interconnected, guaranteeing the coverage of the energy demand; in turn, it is the first energy distributor in the country, with a 20.8% share in the sector, supplying electricity to more than 3.7 million customers in Bogotá and in more than 110 municipalities, mainly in Cundinamarca. The company is at the forefront in terms of its service quality indicators for the distribution and sale of energy and, in turn, in its forays into new businesses, as a reflection of its commitment to the country's Energy Transition and its development.
The Issuer offers comprehensive energy solutions, boosting the market and expanding the possibilities for end users, differentiated into four important markets:
- Wholesale Market: Energy purchase and sale operations in large blocks between generators and marketers.
- Non-Regulated Market: It is made up of those end customers that consume more than 55 Mwh per month or that have more than 0.1 MW.
- Regulated Market: It is made up of Clients where the rate of all charges is calculated and regulated by the CREG.
- Energy Stock Market: government information system where generation shortages and surpluses are traded daily since they cannot be stored.
In Central America we have 642MW of 100% renewable generation, of which 20% is solar and 80% hydroelectric. In Panama and Guatemala, we have markets with more than 20 years of operation where half of the sales are to direct customers and the other half to distribution companies. In Costa Rica, where the market opening is not yet complete, 97% of the generation is sold to the market operator. In addition, there is an exchange market between countries where Enel is the largest operator in recent years and is also positioned as the second largest seller of Irecs in the region.
HOW MANY GENERATION PLANTS DOES EL COLOMBIA HAVE?
Enel Colombia has twelve hydraulic generation plants and two thermal ones, located in different departments of the country. Likewise, at the end of 2021, the four plants achieved a production record since their start of operation in Colombia:
- The Betania Hydroelectric Power Plant, with a net capacity of 540 MW, reached its maximum historical annual generation in its 35 years of commercial operation with 2,742 GWh, exceeding the previous record 27 years ago in 1994 by 2.4%. monthly generation records in the months of July, September and October 2021.
- For its part, the El Quimbo Hydroelectric Power Plant, which celebrates 6 years of commercial operation, also achieved a new monthly generation record for June and July, exceeding the previous records in 2017 and 2018 by 11% and 4%, respectively.
- Also, with the smaller units of the Guavio Hydroelectric Power Plant, with a capacity of 9.9 MW, they achieved an annual generation record in 2021, reaching a generation of 51,054 MWh, exceeding the previous record of 2017 by 21%.
- In the Bogotá River plants, it should be noted that Cadena Antigua reached a generation of 1,475 GWh, exceeding by 68.4% the budgeted generation for the year 2021, thus contributing to the total generation of the hydroelectric plants.
- The Guavio hydroelectric plant generated 4,254 Gwh of generation.
- The Termozipa thermal power plant generated 228 Gwh.
- The Cartagena thermal power plant generated 17 Gwh.
- El Quimbo Hydroelectric Power Plant: a generation of 2,149 GWh was achieved, the highest since it came into operation.

HOW DOES COLOMBIA MANAGE ITS RISKS IN THE FACE OF CHANGES IN HYDROLOGICAL CONDITIONS IN COLOMBIA?
The main objective of Enel Colombia's commercial policy is to maintain an optimal mix between medium-term contracts and sales on the energy exchange. The optimal level of bilateral contracts is estimated as one in which the company is protected against low price conditions, existing during times of high hydrological contributions, and at the same time can take advantage of increases in stock prices during the dry season. . The commercial policy estimates each year the volume of sales that must be made through contracts to maximize income and also the level of volatility of the operating margin, within limited and controlled risk levels and in accordance with the country's hydrological expectations. .
In recent years, the commercial policy has resulted in 84% of sales made through contracts and the remaining 15% in the stock market (spot market), which has made it possible to minimize the volatility margin and generate stable income for the company, taking advantage of changes in the hydrological conditions of the country.
Additionally, Enel Colombia enjoys the complementarity of the water flows that feed its generation plants in Colombia, so that if there is a drought in any region and therefore a lower level of reservoir water, the energy dispatch obligations in contracts can be met. by another plant located in a region where there are greater hydrological contributions.
IS THERE A PARTICIPATION LIMIT IN THE GENERATION MARKET IN COLOMBIA?
The current regulation on generation (CREG Resolution 060 of 2007) establishes that the main measure of market participation is the percentage of firm energy that one of the agents has. In accordance with the above, no market participant can have more than 25% of the total firm energy in the country. If any of the generation companies is in the market share range between 25% and 30% and the Herfindahl Hirscman index (HHI), a measure of market concentration is equal to or greater than 1,800, said company is subject to to the supervision of the Superintendency of Residential Public Services (regime of supervised freedom). If the firm energy market share of any of the generation companies in Colombia exceeds the 30% limit, said company must sell the excess firm energy to comply with the regulation.
WHAT IS THE CAPACITY OF ENEL COLOMBIA IN TERMS OF ENERGY DISTRIBUTION?
Enel Colombia is the leader in the Colombian energy distribution market with 3.7 million customers and a 20.9% share in the country. Currently, it is at the forefront of the technological transformation of the business through the implementation of technology in networks and digitization of processes and operations, with a defined strategy that has allowed it to improve network automation, reduce the failure rate and develop new infrastructure to improve reliability. It has 66 electrical substations and 113 medium voltage substations, with facilities that modify and establish voltage levels, in addition to 74,803 kilometers of high, medium and low voltage networks, throughout Bogotá and the rural area of Cundinamarca.
We also highlight that 2021 was a crucial year for the transformation of urban mobility towards a more sustainable one, in which we highlight the growth of the network of private charging stations, the inauguration of the largest charging station in the country in the Unicentro shopping center and the official delivery of the electric bus recharging terminals at the Airport, Suba and Usme, which with their 223 chargers in Bogotá allow the daily recharging of 477 electric buses that already circulate in the city. Likewise, through the participation in a new investment vehicle, at the beginning of 2021 the construction of 2 new electro-terminals began, in the towns of Fontibón and Usme, which will supply energy to a new fleet of 401 electric buses for the Integrated Public Transportation System (SITP) of Bogotá with 189 smart chargers. In 2022, the 6 electro-terminals will supply the load to 878 electric buses for the capital of Colombia.
IN WHICH REGIONS OF THE COUNTRY DOES IT HAVE A PRESENCE IN COLOMBIA IN TERMS OF ENERGY DISTRIBUTION?
The distribution work is centralized in geographical terms, for which Enel Colombia operates in the Bogotá area and 130 municipalities in three different Departments.
IS THERE A PARTICIPATION LIMIT IN THE DISTRIBUTION AND COMMERCIALIZATION MARKET IN COLOMBIA?
As of 2019, CREG resolution 001 of 2006 repeals the limit on participation in the distribution activity that was established at 25%, with which this activity was left without restriction, additionally in Law 1955 of 2019, National Plan of Development, in its article 318, indicates the following, in order to ensure the sustainability of the provision of the service on the Caribbean Coast, the limits on the participation of the commercialization activity may be higher by up to 10 percentage points additional to the regulatory limit stream.
WHAT IS THE DEPENDENCE OF ENEL COLOMBIA ON ITS MAIN SUPPLIERS?
Enel Colombia has world-class qualified suppliers for the development of its activities and supplies, it currently has a relationship with more than 735 suppliers with current contracts for a contracted amount of 1,600 million between the generator and the distributor, while for the segment of Renewable Energies, has a relationship with more than 108 suppliers and a contracted value of 425 Million Euros. In turn, Enel Colombia has around 2,500 qualified local suppliers available to provide services and supplies for the different needs and development of projects that may arise in the future, with high coverage and a wide variety of suppliers.
WHAT IS ENEL COLOMBIA'S DEPENDENCE ON ITS MAIN CUSTOMERS?
For the Generation business, the clients of the Non-Regulated Market are large companies from various sectors such as public services, textiles, food, commercial, entertainment, petrochemical, transport and storage, large hotel chains, large Supermarkets, among others, to which which are provided with comprehensive care, in matters of sale, renegotiation of contracts, advice on rates, post-sale, all their requirements in billing, portfolio, measurement, quality of supply and technical services, both in energy and gas, to which all Every year, a relationship and loyalty plan is structured that includes regulatory, market and technical updating training, and focused events, among others.
The customers of the Wholesale Market correspond mainly to energy distributors-marketers that serve the regulated market, in the same way transactions are carried out with generators and energy marketers to support their operations in the national interconnected system.
For the Distribution business, residential customers are the base of the operation and where customers are concentrated. In turn, the Company provides services to the Industry, Business and Government segments, where the District's Public Lighting is in the latter.
